NELRC is also the publisher of the national education resource, The Change Agent magazine and website. NELRC was established in 1994 as part of World Education through an inter-state agreement signed by all six states' Governors. Each state is represented on NELRC's governing board by their state director of adult education, professional development and practitioner representatives. NELRC works to advance its mission in collaboration with adult education policy-makers, professional development providers, practitioners, and researchers.
